Israel's Mossad intelligence agency has publicly revealed that Hamas has been developing an operational network throughout Europe via covert cells.
The intelligence service stated that collaboration with European security agencies has resulted in weapons discoveries, suspect arrests, and the prevention of planned attacks.
According to Mossad, these joint efforts with European partners successfully disrupted plots targeting Israeli and Jewish communities. Operations conducted in countries including Germany and Austria led to several detentions and the confiscation of weapon stockpiles prepared for "on command" attacks against civilians.
Investigators highlighted a significant breakthrough in Vienna last September. Austria's DSN security service discovered a weapons cache containing handguns and explosive materials, later linked to Mohammad Naim – son of senior Hamas political bureau official Bassem Naim, who maintains close ties with Khalil al-Hayya, a high-ranking Hamas leader in Gaza.
Mossad accused Hamas leadership abroad of quietly facilitating these operations. "The involvement of the organisation's leadership in Qatar in advancing terror operations is not being revealed for the first time," Mossad declared. "Senior Hamas figures continue to publicly deny any connection as part of an effort to shield the group's image in the international arena."
The agency also noted a September meeting between Mohammad Naim and his father in Qatar, suggesting it could indicate formal Hamas support for European operations. In its statement, Mossad warned that ongoing denials by senior leaders "could signal a loss of control by the leadership over rogue operatives."
Investigators are also examining Hamas-aligned individuals operating from Turkey, a long-established base for the organization. German authorities arrested Burhan al-Khatib in November; officials indicate he was previously active in Turkey before relocating.
European intelligence services have meanwhile broadened their enforcement beyond direct security interventions. German authorities have targeted charities and religious institutions suspected of aiding Hamas with fundraising or spreading extremist ideology, considering them essential components of the organization's European infrastructure.
Mossad emphasized that Hamas intensified its foreign activities following the October 7 attack on Israel, attempting to establish clandestine cells and operational capabilities abroad using strategies similar to those employed by Iran and its proxies. The intelligence service stated it is currently working to disrupt "dozens of attack plots" worldwide, highlighting its dedication to protecting Israeli and Jewish communities internationally.
