Law enforcement in a Chicago suburban area are gathering video footage and evidence to forward to the Illinois attorney general's office following an incident where a US Border Patrol vehicle was involved in a car accident that led to a violent confrontation. Video evidence shows an agent repeatedly striking a restrained man in the head while he was pinned to the ground.
The incident occurred around midday Friday in Evanston when a sedan collided with the rear of a Border Patrol vehicle. Immigration agents subsequently arrested three individuals. The situation quickly intensified as onlookers gathered at the scene.
Social media videos documented bystanders apparently attempting to interfere with the arrests. The footage shows federal agents deploying pepper spray, striking a man who approached them, and aiming a firearm toward a woman who opened the door of an agent's vehicle containing a detainee.
Federal immigration officers have increased their presence throughout Evanston recently as part of President Trump's immigration enforcement initiatives in the Chicago area. In response, community members have organized "rapid response" teams to alert residents when federal agents are detected and to impede their movement through the area.
During Friday's incident, one agent who was restraining a man on the pavement appeared to deliver multiple blows to the man's head. The Department of Homeland Security later stated that the officer delivered "defensive strikes" after the individual "grabbed the agent's genitals and squeezed."
Some witnesses alleged on social media that the agents caused the collision by braking suddenly in front of the sedan, though federal authorities disputed this account. City officials promptly condemned the agents' behavior.
In a press conference shortly after the incident, Mayor Daniel Biss claimed immigration agents had "beaten people up" and "abducted them." He stated, "It is an outrage. Our message for ICE is simple: Get the hell out of Evanston."
The Department of Homeland Security countered in a statement that their agents were being "aggressively tailgated" and the sedan struck them as they attempted to make a U-turn. "A hostile crowd then surrounded agents and their vehicle, verbally abusing and spitting on them," the agency stated. "One physically assaulted a Border Patrol agent and kicked an agent. As he was being arrested, he grabbed the agent's genitals and squeezed them. The agent delivered several defensive strikes to free himself."
The mayor has encouraged more citizens to join the rapid response team, and city officials have enacted ordinances declaring city property as "No ICE Zones." The Evanston Police Department recently began dispatching supervisors to reported immigration enforcement scenes to document occurrences and collect evidence for the Illinois attorney general's Civil Rights Division, according to Police Commander Ryan Glew.
Glew stated that officers received calls from both federal agents and bystanders. A supervisor arrived after the arrests, and several individuals received treatment from paramedics for pepper spray exposure. "When we responded those efforts were focused on stabilizing the situation and preventing further conflict between ICE agents and community members," he said.
Allie Harned, a middle school social worker who was among the gathered crowd, described the scene at the press conference: "This was awful. There were ICE agents and CBP agents pointing guns at community members, spraying pepper spray in the face of community members. This was terrifying to community members. It was horrifying to a student who happened to be in a car and witnessed it. It is not OK."
