MI5 Warns: UK Faces Escalating Threats from Russia, Iran, China and Renewed Terrorism Risk

The United Kingdom is experiencing an intensifying threat from adversarial nations including Russia, Iran, and China, while simultaneously facing a "huge" terrorism risk with organizations like al Qaeda and Islamic State actively encouraging potential attackers, according to the head of Britain's domestic intelligence agency on Thursday.

Ken McCallum, Director General of MI5, revealed a 35 percent surge in investigations related to state threat activities, noting that hostile nations are increasingly adopting the "ugly" methodologies typically associated with terrorist organizations.

McCallum disclosed that his agency had successfully thwarted "a stream of surveillance plots with hostile intent" originating from Russia and had monitored more than 20 potentially deadly Iran-supported schemes.

"In 2025, MI5 is contending with more volume and more variety of threat from terrorists and state actors, than I've ever seen," he stated during his annual address at MI5 headquarters in London.

The UK has repeatedly denounced hostile actions it attributes to Russia, Iran, and China, all of whom deny the allegations directed at them.

Earlier this year, six Bulgarian nationals received prison sentences for Russian espionage activities involving surveillance operations, while five individuals were convicted for an arson attack targeting Ukraine-affiliated businesses in London, which British officials linked to orders from Russia's Wagner mercenary organization.

"With our partners across Europe, MI5 will keep detecting those who take orders from Russian thugs," McCallum affirmed.

"And we will keep following the trails back to those giving the orders, who imagine they're anonymous and unfindable behind their screens. They're not."

He accused China of cyber espionage, enticing academics to China, covertly interfering in UK public affairs, and harassing pro-democracy dissidents within Britain.

Regarding Iran, McCallum stated that Tehran is "frantically" attempting to silence critics globally, referencing Australia's exposure of Iranian involvement in antisemitic plots and Dutch authorities' revelation of a failed assassination attempt.

He added that the terrorist threat to Britain remains "huge" with MI5 and police having prevented 19 late-stage attack plots since early 2020.

"Al Qaeda and Islamic State are once again becoming more ambitious, taking advantage of instability overseas to gain firmer footholds," he concluded.
