Australia could implement further platform restrictions if children migrate to alternative applications.
Australia:
Australia's forthcoming social media prohibition aims to shield young individuals from an online "purgatory" generated by algorithms that deliver harmful content, according to government statements released Wednesday.
Beginning December 10, the country will prohibit those under 16 from accessing numerous globally popular social media platforms and websites, including Facebook, Instagram, TikTok, and YouTube.
When implemented, this legislation will be the first of its kind worldwide.
"Through a single law, we can safeguard Generation Alpha from being drawn into purgatory by predatory algorithms," Communications Minister Anika Wells informed reporters.
Currently, "the algorithm targets them so skillfully, so subtly, it feels like an embrace. Their interactions remain unsupervised and weaponized because parents cannot monitor them continuously," she stated.
Wells revealed that some Australian teenagers had taken their own lives as algorithms "latched on" – targeting them with content that undermined their self-esteem.
"This specific legislation will not address every harm occurring online, but it will facilitate children's pursuit of better versions of themselves."
The minister also addressed criticism from video streaming giant YouTube regarding the legislation.
The platform indicated that underage users would still be able to visit YouTube without accounts but would lose access to many features – including "wellbeing settings" and "safety filters".
YouTube argued that the new law would render children "less safe" on their platform.
Wells described it as "outright weird" for YouTube to highlight how "unsafe" their platform was for users logged out of their accounts.
"If YouTube is acknowledging that it is unsafe and contains content inappropriate for age-restricted users on their website, that's a problem YouTube needs to address," she remarked.
The Australian government acknowledges the ban will be imperfect initially, and some underage users will circumvent restrictions as issues are resolved.
However, platforms face fines of AUD 49.5 million (USD 32 million) if they fail to take "reasonable steps" to comply starting next week.
Wells indicated that Australia could prohibit additional platforms if they discover children migrating to alternative apps.
There is significant international interest in whether Australia's comprehensive restrictions will prove effective as regulators worldwide grapple with potential social media dangers.
Malaysia has indicated plans to block children under 16 from creating social media accounts next year, while New Zealand will introduce a similar prohibition.
