Arms and explosives were recovered during the raids in Faridabad near Delhi
Two doctors connected to the massive 2,900-kg seizure of bomb-making materials in Faridabad were maintaining regular contact with their handlers in Kashmir while awaiting instructions about their target, according to high-level security sources.
During police interrogation, Dr. Adeel and Dr. Muzammil revealed they were selected for the operation because their handlers believed "no one would suspect doctors in Delhi NCR." The physicians were instructed to wait for specific details regarding their intended target.
Security sources indicate the plot originated in Pakistan, with directions flowing through handlers based in Kashmir. Authorities have linked this terror module to Jaish-e-Mohammad and Ansar Ghazwat-ul-Hind. The investigation has resulted in arrests of key operatives and the discovery of substantial weapons caches during coordinated searches across J&K and other states.
The doctors' statements suggest plans to instigate communal unrest in Delhi NCR, with potential targets anywhere in the National Capital Region. Sources also revealed the doctors provided medical treatment to injured terrorists in Kashmir between 2018 and 2021.
Irfan Ahmed, a mosque imam, has been identified as the alleged mastermind behind radicalizing these doctors. This cleric reportedly had connections to high-profile terrorist Zakir Musa, who was killed in a 2019 encounter. The doctors have admitted to posting Jaish-e-Mohammad propaganda in Nowgam last month. Dr. Shaheen Shahid, Muzammil's colleague whose vehicle concealed weapons in Faridabad, has also been apprehended.
The investigation began on October 19 when Jaish posters threatening security personnel appeared in Bunpora Nowgam. Authorities registered a case under the Unlawful Activities Prevention Act, Bharatiya Nyaya Sanhita, Explosive Substances Act, and Arms Act. Jammu and Kashmir police have uncovered what they describe as a "white collar terror ecosystem" involving radicalized professionals and students communicating with foreign handlers in Pakistan and elsewhere through encrypted channels.
Police identified Dr. Adeel after analyzing CCTV footage from areas where the posters appeared. Previously employed at Anantnag's Government Medical College until October last year, he had relocated to Saharanpur, Uttar Pradesh to work at a private hospital. Originally from Wanpora in Kulgam, Adeel was arrested last week. An assault rifle was discovered in his former workplace locker.
The investigation led authorities to Dr. Muzammil, a Pulwama native working as a senior doctor at Faridabad's Al-Falah School of Medical Sciences & Research Centre for three years. Though living on campus, he maintained two off-campus residences where police discovered 12 suitcases containing suspected ammonium nitrate and other explosive materials totaling 2,900 kg, along with timers and suspicious items. Weapons including an assault rifle were found in his colleague's car.
Jammu and Kashmir police have arrested seven individuals in this case: the two doctors, Arif Nisar, Yasir-ul-Ashraf, Maqsood Ahmad Dar, cleric Irfan Ahmad, and Zameer Ahmad Ahanger. Additional suspects have been identified and will be pursued.
The massive cache of recovered materials includes chemicals, reagents, inflammable substances, electronic circuits, batteries, wires, remote controls, timers, and metal sheets—components for manufacturing IEDs. Seized weapons include a Chinese Star pistol, a Beretta pistol, an AK-56 rifle, and an AK Krinkov rifle.
While authorities continue investigating the specific plans of this terror module, the discovery of such substantial explosive materials near India's capital has heightened security concerns throughout the region.
