Patna:

In anticipation of the upcoming Bihar Assembly elections, JioStar Vice Chairman Uday Shankar urged the state to transcend its caste-based politics and concentrate on economic development. During NDTV's Bihar Power Play event in Patna on Saturday, Shankar contended that Bihar's political narrative has long been entangled in social divisions, overlooking the state's immense economic capabilities.

"Bihari doesn't mean backwards," Shankar remarked while conversing with NDTV's CEO and Editor-In-Chief Rahul Kanwal. "Biharis are among the most enterprising people. But the state has earned a bad reputation because of what it has or hasn't accomplished."

Shankar, who previously worked as a journalist, condemned the ongoing use of caste as a political mechanism. "There exists a broader conspiracy that individuals shouldn't forget their caste," he stated. "Contest elections on caste if necessary, but after securing victory, declare that caste discussions will cease. Then address five initiatives that will generate employment."

He encouraged political parties to establish agreement on certain non-negotiable priorities for Bihar's advancement. "The manifesto should be equitable. There must be some issues where all parties can find consensus - on growth, investment, and jobs. It's unfortunate that this consensus couldn't be achieved in Bihar."

Discussing the state's persistent unemployment and attraction to government positions, Shankar differentiated between jobs and employment opportunities. "No government can provide jobs to everyone," he noted. "Their responsibility is to create employment opportunities. If you want industries to establish themselves, you must offer land, loans, and infrastructure."

He emphasized the importance of a local "enabling framework," noting, "Talent gravitates toward opportunities."

"Bihar is landlocked, but today there are no limitations on capital. What's lacking is vision," he observed. "Whichever party forms the government, it should guarantee that investments continue. And until politicians determine that these issues are non-negotiable, progress remains impossible."

He advocated for a clear legal and policy framework to address caste inequalities without allowing them to hinder economic priorities. "There should be a legal approach to the caste issue. I still don't understand what politicians are envisioning for Bihar's economic future," he concluded.
