51 Maoists Embrace Peace: Inside Chhattisgarh's Successful "Poona Margem" Rehabilitation Program

In a significant development for Chhattisgarh's counter-insurgency efforts, 51 Maoist operatives - comprising 42 men and 9 women - have surrendered and reintegrated into society through the state's "Poona Margem: Rebirth through Rehabilitation" program, according to police authorities.

This surrender demonstrates the increasing effectiveness of the government's holistic strategy centered on peaceful dialogue and regional development in areas affected by insurgency.

The former militants, who collectively carried bounties totaling Rs 66 lakh, include members from various Maoist structures including PLGA Battalions No. 01 and 05, Companies No 01, 02, and 05, Area Committee Members, LOS operatives, Militia Platoon Commanders, and leaders from RPC-Jantana Sarkar, DKMS, and CNM organizations.

Police officials noted that their decision to abandon violence and embrace constitutional principles represents a crucial ideological transformation in the region's enduring conflict.

Notable surrenders include high-profile operatives Budhram Potam alias Ranjit, Manki Kowasi, Hungi Sodhi, and Ravindra Punem, each carrying rewards of Rs 8 lakh.

Superintendent of Police Jitendra Kumar Yadav stated: "The government's rehabilitation policy is attracting Maoists. The families of Maoists who have entered the mainstream also want them to live normal lives and integrate with society."

Yadav urged remaining Maoists to reject misleading ideologies and confidently return to mainstream society, enabling sustainable peace and development throughout the region.

Other significant surrenders included Mangu Oyam, Asmati Oyam, and Motu Lekam, who held strategic positions in militia and propaganda units. Their defection represents a substantial setback to Maoist operational capabilities in Bijapur.

The comprehensive rehabilitation initiative offers not only financial support but also ensures social reintegration, vocational training opportunities, and legal assistance.

Officials believe this humanitarian approach, combined with persistent security operations, is progressively weakening the Maoist network.

Throughout 2025, Bijapur district has witnessed 461 Maoists joining the mainstream, while 138 were killed and 485 apprehended during security operations.

Since 2024, the district has recorded 650 surrenders, 196 casualties, and 986 arrests—highlighting the dual approach of persuasion and enforcement.

The "Poona Margem" program has emerged as a symbol of opportunity for those caught in cycles of violence. By providing dignified exits and rehabilitation prospects, the state is not merely reclaiming territory but rebuilding shattered lives.

As increasing numbers of cadres abandon extremism, the message becomes evident: peace remains an accessible option, and the state stands ready to welcome those who choose this path.
