Bihar Chief Minister Nitish Kumar announced on Thursday a monthly allowance of Rs 1,000 for unemployed graduates, in what appears to be a strategic appeal to young and first-time voters before the upcoming Assembly elections.
Taking to X, Chief Minister Kumar emphasized his administration's dedication to youth empowerment, highlighting that job creation and employment opportunities have remained central priorities since 2005.

— Nitish Kumar (@NitishKumar) September 18, 2025Kumar outlined the state's ambitious target of providing employment to one crore youth over the next five years, with substantial opportunities to be developed across both government and private sectors.
The Chief Minister revealed that the Chief Minister's Self-Help Allowance Scheme, a component of the state's 7 Nischay program, will now extend benefits to unemployed graduates, whereas previously it was limited to intermediate pass candidates.
Under the expanded scheme, graduates between 20-25 years who are neither studying, employed, nor self-employed will receive Rs 1,000 monthly for up to two years.
Kumar expressed confidence that this financial support would assist young people in pursuing skill development and preparation for competitive examinations.
"This visionary initiative of the state government aims to provide maximum employment opportunities to the state's youth. Educated youth here will become self-reliant, skilled, and employable, enabling them to contribute significantly to the development of the state and the nation," stated the Chief Minister.
On Wednesday, Nitish Kumar had also transferred Rs 5,000 each to 16.04 lakh construction workers as direct financial assistance across Bihar, a move political observers describe as significant ahead of the elections.
The financial aid was distributed on the occasion of Vishwakarma Puja, which coincided with Prime Minister Narendra Modi's birthday.
Under the Annual Clothing Assistance Scheme of the Bihar government, Rs 802.46 crore has been transferred to construction workers' bank accounts. Additionally, Nitish Kumar, accompanied by Deputy Chief Ministers Samrat Choudhary and Vijay Kumar Sinha, launched a Pratigya web portal dedicated to contractual workers in Patna.
