According to the official announcement, all Indian citizens can participate, whether as individuals or teams. The design guidelines specify that the mascot must reflect UIDAI's core principles of trust, inclusivity, service, security, and digital empowerment. It should be entirely original and distinct, avoiding similarities to existing characters or trademarks.

The evaluation criteria include creativity, originality, and uniqueness (30%); alignment with UIDAI's values and objectives (25%); aesthetic appeal, simplicity, and universal relevance (25%); and adaptability across various formats (20%).
