Haryana IPS Officer Suicide Case: Political Row Intensifies as Rahul Gandhi Plans Family Visit

Congress leader Rahul Gandhi has announced plans to meet with the family of the deceased IPS officer today.

Opposition leaders have intensified their campaign against the Haryana government following the alleged suicide of IPS officer Y Puran Kumar, demanding immediate action on his "final note" and the police complaint filed by his wife against senior officers accused of harassment.

With Rahul Gandhi, Leader of Opposition in Lok Sabha, scheduled to visit the bereaved family today, political tensions are expected to escalate. Meanwhile, Kumar's family continues to withhold consent for autopsy and cremation seven days after his alleged suicide.

The eight-page final note reportedly left by Kumar accused eight senior IPS officers, including Haryana DGP Shatrujeet Kapur and the now-transferred Rohtak SP Narendra Bijarniya, of "blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities." Kumar's wife, senior IAS officer Amneet P Kumar, has demanded that Kapur and Bijarniya be named in the FIR for allegedly abetting her husband's suicide. The family is seeking their arrest and refuses to consent to post-mortem examination until their demands are addressed.

State government and Chandigarh authorities continue efforts to persuade Amneet P Kumar to give her consent for the post-mortem. "We have urged the family again that there should not be more delay in the post-mortem. We have also asked the family to hand over the deceased's laptop for investigations," stated a Chandigarh police official.

Union Minister Ramdas Athawale, who met with the family on Monday, reported that Haryana Chief Minister Nayab Singh Saini has promised action against those found guilty, while also urging the family to allow the post-mortem to proceed. "I spoke with the family. They requested that I speak to the chief minister. I met the CM later in the day, and he told me that he visited the family immediately after his return from Japan trip, in which Amneet P Kumar was part of the government delegation," Athawale said.

Opposition parties have intensified their criticism of the government, with various political leaders visiting Kumar's family and demanding justice. Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, Congress MP from Rohtak Deepender Singh Hooda, INLD chief Abhay Singh Chautala, and Punjab Finance Minister Harpal Singh Cheema were among those who visited the Kumars' residence in Sector 24.

Vikramarka, who came from Telangana to console the family of Kumar who hailed from the southern state, called the alleged suicide "extremely sad" and demanded immediate government action against officers named in Kumar's "dying declaration."

"Y Puran Kumar gave up his life and in his dying declaration, he mentioned particularly about two officers, Haryana DGP Shatrujeet Kapur and the then Rohtak SP Narendra (Bijarniya), stating that they have humiliated him, insulted him, and they are the root cause for his suicide," he stated.

Deepender Singh Hooda called for a fair and independent investigation, stating, "This will only happen when justice is served." INLD chief Abhay Singh Chautala assured the family of his support until justice is served, promising to pressure the government for a fair investigation.

Punjab Minister Harpal Cheema alleged that action was being delayed against the "accused" because "the Haryana government was trying to save the culprits."

A Chandigarh Police team has been in Rohtak since Saturday investigating the case. "After sending letters, notice under 94 BNSS have been served to the Haryana government to provide documents required for the investigation of the case," according to a police statement.

Kumar, a 52-year-old officer from the 2001-batch Indian Police Service, allegedly shot himself dead on October 7. Following the registration of an FIR, Chandigarh police formed a six-member Special Investigation Team for a "prompt, impartial and thorough investigation."

Chandigarh police asserted Monday that they are conducting a fair and transparent investigation, with all angles being thoroughly examined by the SIT. They have requested the director of the Post Graduate Institute of Medical Education and Research to conduct a post-mortem through a board of doctors in the presence of various experts and officials, with videography and photography.

The post-mortem remains pending as family members have yet to give their consent, according to a police report submitted to the Punjab State Scheduled Castes Commission, whose chairman Jasvir Singh Garhi met with Kumar's family on Monday. The commission, which took suo-motu cognizance of the alleged suicide, expressed dissatisfaction with the Chandigarh Police's response and demanded action against all individuals named in Kumar's suicide note.

A 'Sarv Khap Mahapanchayat' spokesperson emphasized, "We want the victim's family to get justice. Whosoever is accused, irrespective of the position he holds, should not be spared. Strict action should be taken against the guilty." A meeting of this body is scheduled for Tuesday in Narwana, Jind, with presidents of various khaps invited to attend.

Meanwhile, a 31-member committee formed to seek justice for Kumar's family has issued a 48-hour ultimatum demanding action against Kapur and Bijarniya.
