The controversy revolves around allegations that Rahul Bose obtained a Himachal Pradesh domicile certificate through questionable means.

A member of the Shimla Royal family has raised serious allegations against actor Rahul Bose, claiming he procured a fraudulent Himachali Domicile certificate to secure victory in the Himachal Pradesh Rugby Football Union Elections.

During an interview with ANI in Shimla on Tuesday, Diviya Kumari Jubbal, a member of the Jubbal royal family who has filed a petition in the Himachal Pradesh High Court, accused Rahul Bose of utilizing a counterfeit Himachal domicile certificate to manipulate rugby elections for his personal advantage.

"We dedicated two years in good faith to developing rugby in Himachal," Diviya Kumari Jubbal stated.

"Rahul Bose promised that I would head the state association once affiliation was granted. We established four district units in Shimla, Kullu, Sirmaur, and Solan, trained teams, sent players to national competitions, and personally funded the development efforts," she further explained.

She mentioned that the Indian Rugby Football Union (IRFU) had encouraged them to promote the sport throughout the state.

"All decisions regarding Himachal rugby were coordinated through me because IRFU informed us we were officially responsible for the sport in this region," she said.

Divya has questioned the legitimacy of the domicile certificate.

She claimed that Rahul Bose acquired a Himachal domicile certificate on September 24, 2025, which stated he had been residing in Kasauli for 16 years.

"Rahul Bose hails from Mumbai and previously competed representing Maharashtra. So how did he suddenly become Himachali? His Aadhaar and passport list Mumbai as his residence. What changed now?" She raised these critical questions.

She alleges the certificate was obtained specifically to qualify for contesting IRFU elections from Himachal.

"He realized he couldn't secure a nomination from Maharashtra this time. So he arranged for a fake domicile to contest from Himachal."

She alleged that the formation of a new state body was expedited to benefit Bose. "On October 18, 2025, they hastily established a new Himachal Rugby Association. No elections were held, no district representation was ensured, no audited accounts were presented, no records were maintained, nothing," she stated.

"Within just eight days, on October 26, 2025, it received permanent affiliation solely to enable Rahul Bose to submit his nomination," Divya added.

"Those who genuinely developed rugby here were excluded. Everything was strategically planned, concealed from us, and executed discreetly," she said.

Divya explained that this development shocked everyone involved in rugby in Himachal and has resulted in broken trust and legal appeals.

"Our players and their parents were questioning why we weren't receiving state recognition. We continued to trust the IRFU. But this turned out to be an election strategy rather than a sports development initiative," she added.

Jubbal emphasized that "Celebrities aren't above the law. We have presented all evidence to the High Court. We are confident the judiciary will ensure justice for Himachali players." She called for an investigation into the domicile issuance process.

"The ease with which an outsider obtained a Himachal domicile certificate must be investigated. These regulations apply equally to everyone," she added.

"We want the Court to determine what's right and wrong. Our sole demand is justice for Himachal's youth," she concluded, expressing hope for judicial intervention.
