Goa Implements Strict Safety Protocols Following Deadly Nightclub Fire: New Regulations for Venues

Following the tragic nightclub fire that claimed 25 lives, the Goa government issued a comprehensive safety advisory on Monday for establishments across the state.

The State Disaster Management Authority has outlined stringent measures for nightclubs, restaurants, bars, and event venues, emphasizing fire safety protocols and crowd management requirements.

"Under provisions of the Disaster Management Act 2005, all such establishments are directed to ensure strict compliance with fire safety, electrical safety, emergency preparedness, and structural safety norms prescribed by the competent authorities," states the official advisory.

Establishments must now maintain valid fire NOCs, fully comply with Fire Services Department conditions, and strictly adhere to authorized occupancy limits. The advisory mandates prominently displayed maximum capacity signage and prohibits overcrowding in all venues.

Safety equipment requirements include functional smoke and heat detectors, alarm systems, sprinklers, hydrants, hose reels, and regularly serviced fire extinguishers.

The directive also addresses electrical safety, requiring certified wiring and protection devices while demanding immediate removal of temporary, overloaded, or unsafe electrical connections.

Emergency preparedness measures mandate unobstructed exits and escape routes with illuminated signage, evacuation maps, and emergency lighting throughout venues.

Staff training has been prioritized, with establishments required to conduct regular training sessions, appoint dedicated fire safety officers for each shift, and perform documented evacuation drills at specified intervals.

All establishments must complete internal safety audits within seven days and maintain inspection-ready reports for review by district administration, fire services, or SDMA-authorized teams.

The government has warned that non-compliance will trigger severe enforcement actions, including potential closure, license suspension or cancellation, and prosecution under Section 51(b) of the Disaster Management Act and other applicable laws.

The advisory follows the devastating fire at 'Birch by Romeo Lane' nightclub in North Goa's Arpora area, approximately 25 kilometers from Panaji, which occurred late Saturday night. Among the 25 victims were 20 nightclub employees and five tourists, including four from Delhi.

Police investigations have uncovered multiple regulatory violations at the venue, including the absence of required fire department clearances and improper license issuance without complete documentation.

Fire officials previously noted that the club's location on the Arpora river backwater featured problematic structural design elements, including small exit doors connected only by a narrow bridge, which significantly hindered evacuation efforts during the fire.
