On Monday, India advocated for establishing a global framework to prevent potential misuse of biological weapons, citing the precarious international security landscape.

External Affairs Minister S Jaishankar emphasized that the potential "misuse" of biological weapons by non-state entities is now a realistic concern, necessitating international collaboration to address this emerging threat.

During his address at the 50th anniversary conference of the Biological Weapons Convention (BWC), Jaishankar highlighted these concerns.

"Bioterrorism represents a serious threat that requires thorough preparation by the international community. However, the BWC currently lacks fundamental institutional frameworks," he stated. "It has no compliance framework, no permanent technical organization, and no system to monitor emerging scientific developments. These deficiencies must be addressed to enhance confidence in the convention," he continued.

The minister noted that India has consistently advocated for more robust compliance measures within the BWC, including verification protocols relevant to contemporary challenges. "India endorses international cooperation and assistance that facilitates exchange of materials and equipment for peaceful purposes," he said.

"We have additionally called for systematic evaluation of scientific and technological advancements to ensure governance remains aligned with innovation," he further stated.
