The recent shooting of two National Guard members in the US capital has highlighted President Donald Trump's controversial deployment of over 2,000 troops in the city.
This deployment, similar to others ordered by Trump, faces legal challenges and was deemed unlawful in court. However, the ruling prohibiting the troop presence hasn't yet taken effect and could potentially be overturned through appeal.
Here are the essential facts regarding the Washington deployment.
President Trump ordered troops to Washington in August, describing the city as a "filthy and crime-ridden embarrassment," despite local police data indicating a decrease in violent offenses in the predominantly Democratic city.
The Washington deployment followed an earlier one in Los Angeles, California, and preceded another in Memphis, Tennessee.
While all cities where Trump has deployed troops have Democratic leadership, the president has rejected accusations that he specifically targets areas governed by political opponents.
The Washington contingent comprises DC National Guard members—slightly less than half the total force—and troops from seven Republican-led states.
Currently, more than 2,100 troops are stationed in the US capital, and Defense Secretary Pete Hegseth announced plans to increase this number by 500 following the shooting incident.
The deployed troops perform various tasks, including patrolling the National Mall and Metro stations, collecting trash, removing graffiti, distributing mulch, and painting fences.
Joint Task Force-DC (JTF-DC), which oversees National Guard members in the city, stated that troops are intended to "provide a visible crime deterrent," though they would not "arrest, search, or conduct direct law enforcement actions."
Initially unarmed, they began carrying weapons just weeks after Trump mandated the deployment.
Washington DC's attorney general filed a lawsuit in September seeking to terminate the National Guard deployment, and a federal judge recently ruled Trump's decision to send troops unlawful.
The judge ordered an end to the deployment but stayed her decision for 21 days, allowing the Trump administration time to appeal.
Federal judges have also temporarily blocked troop deployments in other Democratic-controlled cities—Chicago and Portland—with the Supreme Court expected to deliver a final verdict soon on whether these actions are lawful.
Trump's unprecedented domestic use of the National Guard was previously challenged by California after he sent troops to Los Angeles to suppress protests triggered by the detention of undocumented migrants.
A district court judge ruled this unlawful, but an appeals court permitted the deployment to continue.
