Exposed: Pakistan ISI Creates Dangerous LeT-ISIS Alliance in Balochistan According to Intelligence Documents

A confidential intelligence dossier obtained by NDTV has exposed Pakistan's growing terrorist network - revealing a secret alliance between Lashkar-e-Taiba (LeT) and Islamic State Khorasan Province (ISKP), orchestrated and supported by the Inter-Services Intelligence (ISI). This discovery highlights how Pakistan's military establishment continues to utilize terrorist organizations as tools of state policy, now directing attention toward Balochistan and surrounding regions.

The classified Indian intelligence report indicates that ISKP - previously rejected as un-Islamic even by the Afghan Taliban - is being repurposed by Pakistan's deep state to conduct a hybrid campaign against Baloch nationalists and anti-Islamabad elements within Afghanistan's Taliban government. Recent issues of ISKP's propaganda publication Yalgaar disclose intentions to extend operations into Kashmir, indicating a concerning new phase of terrorism designed to destabilize South Asia while maintaining plausible deniability.

The most compelling evidence appears in a recently emerged photograph showing ISKP's Balochistan coordinator, Mir Shafiq Mengal, presenting a pistol to Rana Mohammad Ashfaq, the influential Nazim-e-Ala of Lashkar-e-Taiba. Intelligence sources believe this image captures the formalization of operational cooperation between these terrorist groups, a partnership developed under direct ISI supervision.

Mengal, whose father is former Balochistan Chief Minister Nasir Mengal, has long served as an ISI asset, known for operating a private death squad targeting Baloch nationalists. Since 2015, he has functioned as ISKP's primary facilitator, providing financial support, weapons, and safe houses. His name was mentioned in Pakistan's Joint Investigation Team (JIT) report in 2015. With ISI backing, Mengal established ISKP bases in Mastung and Khuzdar - used to suppress Baloch resistance and conduct cross-border operations into Afghanistan.

After the Taliban's seizure of Kabul, ISI restructured ISKP's organization in Balochistan. When Baloch fighters attacked ISKP's Mastung base in March 2025, eliminating 30 terrorists, the ISI turned to Lashkar-e-Taiba to fill the resulting void. By June 2025, LeT leader Rana Mohammad Ashfaq and deputy Saifullah Kasuri had convened a Jigra in Balochistan, pledging jihad against "anti-Pakistan" forces.

This collaboration represents a dangerous evolution in Pakistan's proxy warfare strategy - combining ideologically distinct terrorist groups into a unified, state-supported apparatus. Analysts warn this LeT-ISKP alliance could reignite terrorism in Kashmir while increasing instability across Balochistan and Afghanistan. As evidence accumulates, Islamabad's denials become increasingly implausible, revealing a nation whose intelligence agency has erased all distinctions between governance and terrorism.
