A federal judge has blocked the Trump administration's attempt to enforce new requirements for recipients of federal teen pregnancy prevention grants, which would have mandated compliance with presidential orders targeting what Trump called "radical indoctrination" and "gender ideology."

The ruling represents a significant victory for three Planned Parenthood affiliates operating in California, Iowa, and New York. These organizations filed a lawsuit challenging the enforcement of a policy document issued by the US Department of Human Services in July, arguing that the new directives contradicted the grant requirements established by Congress.

Judge Beryl Howell, an Obama appointee, delivered a scathing assessment of the administration's policy change in her written decision. She stated the change was "motivated solely by political concerns, devoid of any considered process or analysis, and ignorant of the statutory emphasis on evidence-based programming."

The contested policy modifications to the pregnancy prevention program emerged following a series of executive orders signed by President Trump upon his return to the White House. These orders aimed to reverse recognition of LGBTQ individuals and roll back diversity, equity, and inclusion initiatives.

In the contested policy, the administration expressed opposition to educational content promoting same-sex marriage or that "normalises, or promotes sexual activity for minors."

The Planned Parenthood affiliates contended that these new directives conflicted with the program's established requirements and were too ambiguous to implement effectively. Judge Howell concurred with this assessment.

The court's decision extends protection not only to the few Planned Parenthood groups among the numerous grant recipients but also encompasses nonprofit organizations, local health departments, Native American tribes, and universities that received funding under the program.

When asked to comment on Tuesday's ruling, the Department of Human Services declined. Previously, the department had defended its guidance by stating it "ensures that taxpayer dollars no longer support content that undermines parental rights, promotes radical gender ideology, or exposes children to sexually explicit material under the banner of public health."
