Former Wall Street Executive Howard Rubin Faces Federal Charges for Decade-Long Sex Trafficking Operation in Manhattan Penthouse

Former Wall Street financier Howard Rubin, 70, stands accused of orchestrating a sophisticated sex trafficking operation spanning a decade, conducted from a specially designed "sex dungeon" in his Manhattan penthouse.

According to the New York Times, Rubin, who previously managed a Soros fund, allegedly coerced numerous women, including former Playboy models, into violent sexual encounters using methods of force, fraud, and coercion.

Prosecutors claim that Rubin and his assistant Jennifer Powers invested over $1 million of Rubin's personal fortune to maintain this elaborate operation.

Rubin has entered a not guilty plea but remains in custody without bail after being deemed a flight risk. Powers, now residing in Texas, has also pleaded not guilty but secured release on an $850,000 bail bond.

FBI Assistant Director for New York, Christopher Raia, stated: "For many years, Howard Rubin and Jennifer Powers allegedly spent at least one million dollars to finance the commercial sexual torture of multiple women via a national trafficking network. The defendants allegedly exploited Rubin's status to ensnare their prospective victims and forced them to endure unthinkable physical trauma before silencing any outcries with threats of legal recourse."

Between 2009 and 2019, the pair allegedly targeted at least six women, many with histories of addiction or prior abuse, including former Playboy models. Powers reportedly managed operational details such as flight bookings, transportation to Rubin's $18,000-per-month Metropolitan Tower penthouse, and processing payments via PayPal or Venmo, often structured to avoid banking oversight.

The penthouse, deliberately separate from Rubin's family residence, contained a specially modified bedroom painted blood-red with white carpeting and comprehensive soundproofing to mask screams. This room functioned as a torture chamber, equipped with an X-shaped St. Andrew's cross mounted to the wall, a restraint bed featuring chains and cuffs, full-face masks with zippers, ropes, metal hooks, various sex toys, and a cattle prod for electrical torture.

Court documents reveal that victims were compelled to sign nondisclosure agreements before encounters, falsely framing the women as willing participants in extreme bondage activities with Rubin. These contracts prohibited discussing the encounters and imposed severe financial penalties for violations.

Prosecutors allege that Rubin routinely exceeded consensual boundaries, subjecting women to brutal beatings, whippings, rapes, and electric shocks resulting in permanent injuries and psychological trauma.

One victim described being restrained on the cross, gagged, and flogged while Rubin role-played as a controlling "daddy." Another survivor endured a violent assault in Las Vegas in 2018 involving both force and deception.

Following these assaults, victims reportedly received payments from Rubin's accounts via wire transfers or digital payment platforms, intended to ensure compliance and cover travel expenses. Powers allegedly divided payments into amounts under $10,000 to circumvent federal banking regulations, concealing the operation's true scope.

If convicted on sex trafficking charges, both defendants face potential life sentences with a mandatory minimum of 15 years imprisonment.
