The proposal begins with establishing Gaza as a "deradicalized terror-free zone" no longer posing security threats to neighboring regions, while focusing on redevelopment efforts to benefit Gaza's civilian population.

Upon mutual agreement, an immediate ceasefire would commence with Israeli forces withdrawing to predetermined positions while preparing for hostage releases. All military operations including bombardments would cease with battle lines remaining frozen until conditions for complete staged withdrawal are met.

Within 72 hours of Israel's public acceptance, all hostages, both living and deceased, would be returned. Following this exchange, Israel would release 250 life-sentence prisoners plus 1,700 Gazans detained after October 7, 2023, including all women and children. For each set of remains returned, Israel would release remains of 15 deceased Gazans.

Hamas members willing to commit to peaceful coexistence and weapon decommissioning would receive amnesty, while those wishing to leave Gaza would be provided safe passage to receiving countries.

The agreement includes provisions for immediate humanitarian aid delivery matching levels established in the January 19, 2025 agreement, covering infrastructure rehabilitation, hospital restoration, and equipment for clearing rubble and opening transportation routes.

Governance would transition to an apolitical Palestinian committee of qualified experts overseeing day-to-day operations, supervised by a new international transitional body called the "Board of Peace" chaired by President Trump, with participation from leaders like former Prime Minister Tony Blair.

A Trump economic development initiative would be established to rebuild Gaza, drawing on expertise from successful Middle Eastern urban development projects and considering existing international investment proposals.

The plan stipulates that Hamas and other factions would have no governance role, while all military infrastructure would be dismantled under independent monitoring. Regional partners would provide guarantees ensuring compliance.

An International Stabilization Force would deploy to train Palestinian police and secure borders in coordination with Israel and Egypt, facilitating goods movement while preventing weapons smuggling.

Israel would neither occupy nor annex Gaza, withdrawing forces based on established security milestones as the ISF establishes control, maintaining only a security perimeter until Gaza is demonstrably secure from terror threats.

The proposal includes provisions for interfaith dialogue promoting tolerance and peaceful coexistence, with recognition of Palestinian aspirations for self-determination and statehood once development advances and PA reforms are implemented.

Finally, the United States commits to establishing dialogue between Israel and Palestinians toward achieving peaceful coexistence.
