Kerala Implements License Cancellation for Zebra Crossing Violations to Combat Rising Pedestrian Fatalities

Under the leadership of Transport Commissioner Nagaraju Chakilam, Kerala's Motor Vehicles Department has initiated a rigorous enforcement campaign targeting drivers who put pedestrians at risk, specifically at zebra crossings.

The department has mandated the revocation of driving licenses for individuals who disregard pedestrian safety regulations, citing a problematic driving culture that has contributed to hundreds of casualties.

According to the Transport Commissioner, there exists a significant deficiency in road etiquette, with many drivers refusing to decelerate at zebra crossings or improperly parking directly on these designated areas, thereby undermining their intended purpose.

The Commissioner also highlighted instances where vehicles were parked on sidewalks, further compromising pedestrian mobility and safety.

This enforcement action comes amid concerning statistics.

This year, Kerala has reported over 800 pedestrian deaths.

More troublingly, elderly citizens represent 50% of all pedestrian casualties on Kerala's roadways.

The transport commissioner emphasized that numerous drivers fail to adhere to basic crossing regulations.

Current rules stipulate that drivers must gradually slow down and come to a complete stop at least three meters before a zebra crossing when a pedestrian is observed waiting to cross.

Officials stressed that demonstrating courtesy and anticipating pedestrian movements constitutes a fundamental requirement for maintaining a valid driving license.

In addressing this crisis and complying with Kerala High Court directives, the Motor Vehicles Department has issued explicit instructions for immediate and strict enforcement.

Officers have been directed to cancel driving licenses of motorists who violate pedestrian safety protocols at zebra crossings.

Legal proceedings under Section 184 of the Motor Vehicles Act will be initiated, carrying a Rs 2,000 fine.

Drivers who stop or park on zebra crossings will face dual penalties from police and Motor Vehicles Department officials, resulting in driving license cancellation.

The Kerala High Court has instructed authorities to vigorously enforce laws against offending drivers who compromise safety at crossings and along roadsides. This comprehensive approach aims to effectively combat dangerous driving behaviors and prioritize pedestrian safety throughout Kerala.

On October 30, the Kerala High Court expressed disbelief that vehicles were stopping on zebra crossings and instructed authorities to take appropriate action.

Justice Devan Ramachandran called for immediate, substantial measures to enhance pedestrian safety statewide, noting that reports and studies alone are insufficient to create public spaces that are "pedestrian safe and pedestrian worthy".
