Special Intensive Revision (SIR) is currently being implemented across all 75 districts of Uttar Pradesh as part of electoral roll updates.

The Pilibhit district administration has launched an innovative incentive program to accelerate the ongoing special intensive revision of voter lists. Booth-level officers who digitize the maximum number of forms in their respective assembly constituencies will receive rewards including a family safari experience.

According to Pilibhit's Deputy District Election Officer Prasun Dwivedi, the highest-performing Booth Level Officer (BLO) from each constituency will be rewarded once the revision process is completed. These rewards include an appreciation certificate, a family visit to the Pilibhit Tiger Reserve for a jungle safari, a family lunch at Chuka Beach, and movie tickets.

In his statement to PTI on Friday, Dwivedi, who serves as the additional district magistrate (finance and revenue), confirmed this initiative. He explained that the program aims to motivate BLOs to complete the revision work efficiently and promptly, ensuring voter lists are prepared on schedule.

Pilibhit district encompasses four assembly constituencies: Pilibhit, Barkhera, Puranpur, and Bisalpur.

For the current electoral revision exercise, Dwivedi reported that 1,522 BLOs and 172 supervisors have been deployed. Additionally, 52 district-level officers, along with block development officers and executive officers of Nagar Palikas with their complete staff, are overseeing the form collection and digitization process.

The district has over 1.4 million electors, with more than 225,000 forms having been digitized thus far. Dwivedi confirmed that the voter ID digitization will continue until December 4.

According to the Election Commission of India, the ongoing SIR exercise aims to update voter lists after more than two decades, addressing issues such as migration, duplicate registrations, and deceased electors remaining on the rolls.

The Commission notes that each polling station serves approximately 1,000 electors and is assigned one BLO who plays a crucial role in the revision process.

BLOs are tasked with distributing Enumeration Forms to all voters and helping them verify their details against records from the last revision conducted in 2002-04. They must access the national voter database for verification, assist electors in completing the Enumeration Forms, collect the completed forms, and submit them to the Electoral Registration Officer.

Additional responsibilities of BLOs include collecting Form 6 for new voters, making a minimum of three visits to each household, and identifying electors who have died, permanently relocated, or are registered in multiple locations.

The Election Commission has emphasized that during the enumeration phase, no documents other than the Enumeration Form need to be collected.
