Al-Falah University Hired Professor Previously Dismissed for Terror Links Amid Delhi Blast Investigation

Al-Falah University in Faridabad has employed Dr. Nisar-ul-Hassan, a professor previously dismissed by Jammu and Kashmir authorities for alleged terrorist connections. This revelation comes amid investigations into the November 10 Delhi blast that killed nine people, with several medical professionals linked to the university being arrested in connection with a suspected Jaish-e-Mohammed terror plot targeting multiple Delhi landmarks.

Al-Falah University, a private institution in Faridabad, Haryana, currently under investigation in connection with the Delhi blast case, has been discovered to have employed a professor previously dismissed by the Jammu and Kashmir administration for alleged terrorist organization connections. The Red Fort blast on November 10 killed nine individuals and wounded nearly two dozen others.

NDTV has obtained documents revealing that Dr. Nisar-ul-Hassan, a professor in Al-Falah University's Department of Medicine, was terminated by Jammu and Kashmir Lieutenant Governor Manoj Sinha in 2023 under Article 311(2)(c) of the Constitution. This provision enables the government to dismiss public servants without departmental inquiry when state security concerns arise.

According to official records accessed by NDTV, prior to his dismissal, Dr. Nisar-ul-Hassan served as an Assistant Professor of Medicine at Shri Maharaja Hari Singh (SMHS) Hospital in Srinagar.

The dismissal order from November 21, 2023, stated that the Lieutenant Governor "was satisfied after considering the facts and circumstances of the case and on the basis of information available, that the activities of Dr. Nisar-Ul-Hassan are such as to warrant his dismissal from service."

The order further explained, "The Lieutenant Governor is satisfied under sub-clause (c) of the proviso to clause (2) of Article 311 of the Constitution of India that, in the interest of the security of the State, it is not expedient to hold an enquiry in the case of Dr. Nisar-Ul-Hassan, Assistant Professor (Medicine), SMHS Hospital, Srinagar."

Documents obtained by NDTV confirm that following his dismissal in Jammu and Kashmir, Dr. Nisar-ul-Hassan was hired by Al-Falah University in Faridabad, where he was listed as a Professor in the Medicine Department.

Al-Falah University, established in 2014, has denied any affiliations with terrorist organizations.

As central agencies investigate potential connections between terror cells operating in Delhi-NCR and individuals affiliated with the university, Dr. Nisar-ul-Hassan is reportedly untraceable.

The Delhi Blast Investigation

Two days following the explosion near Red Fort Metro Station, investigators disclosed that terrorists had planned coordinated attacks in Delhi similar to the 26/11 Mumbai attacks.

According to sources, the plot—allegedly connected to the Pakistan-based Jaish-e-Mohammed (JeM) terror group—intended to target multiple central Delhi landmarks, including Red Fort, India Gate, Constitution Club, and Gauri Shankar Temple. Investigators believe over 200 Improvised Explosive Devices (IEDs) were being prepared for deployment not only in Delhi but also in Gurugram and Faridabad.

Sources indicated the group's objective was to provoke communal tensions by attacking religious sites and public spaces.

Doctors At The Centre Of The Conspiracy

Sources report that several doctors from Pulwama, Shopian, and Anantnag districts in Jammu and Kashmir are involved in the module. These medical professionals provided a "white-collar cover" for the terror network, allowing them to move freely throughout Delhi-NCR without raising suspicion, according to sources.

They established bases in Dhauj and Fatehpur Taga, rural areas near Faridabad, where explosives were stored.

Among those arrested are Dr. Shaheen Saeed, Dr. Muzammil Shakeel Ganale, and Dr. Adeel Rather. Another suspect, Dr. Umar Nabi, is believed to have been the suicide bomber who perished in the November 10 blast.

All four individuals had medical backgrounds, and several maintained professional connections with Al-Falah University.

The Al-Falah Connection

Both Dr. Shaheen Saeed and Dr. Muzammil Shakeel were employed at Al-Falah University and had been in contact prior to their arrests.

Dr. Saeed was apprehended after authorities discovered an assault rifle and ammunition in her vehicle. Officials claim she was involved in establishing a women's wing of Jaish-e-Mohammed. Dr. Muzammil was arrested with 2,900 kg of explosive materials.

Three additional doctors employed at the same university were detained for questioning.
