The Haryana government transferred Rohtak Superintendent of Police Narendra Bijarniya on Saturday, following the tragic death of IPS officer Y Puran Kumar who allegedly took his own life at his Chandigarh residence, according to officials.
An official order indicated that IPS officer Surinder Singh Bhoria has been appointed as the new Rohtak SP, while Bijarniya's new posting details will be issued separately.
This transfer comes amid mounting pressure from Kumar's family members who demanded action against officers mentioned in Kumar's 'final note.' In this note, Kumar accused eight senior police officials, including Bijarniya and Haryana DGP Shatrujeet Kapur, of "blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities."
Kumar, a 52-year-old 2001-batch Indian Police Service (IPS) officer, reportedly shot himself at his Sector 11 residence in Chandigarh on Tuesday.
In his final message, Kumar alleged that "Shatrujeet Kapur, DGP, Haryana, continues to harass me by instigating Narendra Bijarniya, SP, Rohtak, to malign my name and reputation through actions and inactions by not addressing specific reports I sent to the DGP against Bijarniya, which emboldened him to damage my reputation and issue ultra vires orders."
Kumar's wife, IAS officer Amneet Kumar, filed a complaint with Chandigarh Police on Wednesday seeking an FIR against the Haryana DGP Kapur and Rohtak SP Bijarniya under Section 108 of the BNS (abetment to suicide) and relevant provisions of the SC and ST (Prevention of Atrocities) Act, while calling for their immediate arrest.
Kumar's family has yet to consent to an autopsy, even as authorities transferred his body from the Government Multi-speciality Hospital in Sector 16 to the Post Graduate Institute of Medical Education and Research (PGIMER) on Saturday.
Sources indicate the Haryana government is attempting to persuade the family to agree to the post-mortem examination and cremation.
Kumar had recently been posted as the IG of the Police Training Centre (PTC) in Rohtak's Sunaria.
In a related development, a liquor contractor in Rohtak had recently filed a complaint against a head constable for allegedly demanding a bribe in Kumar's name.
The head constable, Sushil Kumar, is currently in judicial custody after being arrested by Rohtak police on bribery charges.
Police registered the case based on the liquor contractor's complaint alleging that the head constable had demanded a bribe of Rs 2.5 lakh using the officer's name during his posting there.
