Haryana IPS Officer's Suicide Note Names Top Cops: Allegations of Caste Discrimination Lead to Administrative Action

According to top sources who informed NDTV, Haryana's Director General of Police Shatrujeet Singh Kapur and Rohtak police head Narendra Bijarnia are expected to be placed on leave following the suicide of IPS officer Y Puran Kumar.
In his eight-page suicide note, the deceased officer accused ten senior and retired police officers, including Kapur and Bijarnia, of "blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities."
Sources indicate that DGP Shatrujeet Singh Kapur will likely be replaced by senior officer OP Singh.
Chief Minister Nayab Singh Saini reportedly met with Shatrujeet Singh Kapur earlier today.
The Haryana Civil Services (HCS) Association has formally requested the Haryana government to address the "matter with utmost seriousness, sensitivity, and fairness."
The Association emphasized the need for an immediate FIR registration and a fair, transparent investigation conducted in accordance with new criminal laws.
"To reduce the possibility of undue influence on junior investigating officers, the association suggests it is absolutely necessary to temporarily remove the accused officers from their posts in the interest of justice," stated the Association.
Amneet P Kumar, the late officer's wife and an Indian Administrative Service officer herself, filed a police complaint against Shatrujeet Singh Kapur and Narendra Bijarnia for abetment to suicide. She requested that charges under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act also be applied.
Amneet, who serves as commissioner and secretary of the Haryana government's Department of Foreign Cooperation, was in Japan with Chief Minister Nayab Saini's delegation when her husband took his life at their Chandigarh residence by shooting himself.
She called for the immediate arrest of both officers, stating that as powerful individuals in influential positions, they would "make all efforts to manage the situation in their favor, hampering investigation, including tampering with evidence and influencing witnesses."
"I am pleading not only for my family but for the value of every honest officer's life and dignity. This is not an ordinary suicide but a direct result of systematic persecution of my husband - an officer from SC community - by powerful high-ranking officers who used their positions to mentally torture him, ultimately driving him to take his life," she stated in her complaint.
The late officer's wife described the eight-page suicide note as a "document of broken spirit" that "lays bare the names of numerous officers whose relentless actions pushed him to the edge."
In his note, the IPS officer stated that the top officers mentioned "are responsible for compelling, abetting and forcing me to take this extreme step due to their actions."
He wrote that despite making various representations to authorities seeking "equity of treatment," his complaints "were ignored and are being used vindictively and in a revengeful manner against me in a malafide manner."
Y Puran Kumar, a 2001-batch officer, was transferred to the Police Training College in Sunaria, Rohtak on September 29. He had previously served as the Inspector General (Rohtak Range).
