Haryana IPS Officer's Suicide: Wife Files Abetment Complaint Against Top Police Officials Alleging Caste Discrimination

Y Puran Kumar, a senior Haryana IPS officer tragically took his own life, prompting significant legal action from his widow.
The deceased officer's spouse, Amneet P Kumar, an Indian Administrative Service officer, has formally lodged a police complaint against the state's highest-ranking police official, Director General of Police Shatrujeet Singh Kapur, along with Rohtak's Superintendent of Police Narendra Bijarnia.
In her complaint, Amneet alleges both officers subjected her husband to "caste-based slurs" and has called for charges of abetment to suicide. She further requests prosecution under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
Amneet, who serves as commissioner and secretary of Haryana government's Department of Foreign Cooperation, was abroad in Japan with Chief Minister Nayab Saini's delegation when the tragedy occurred. Y Puran Kumar died at their Chandigarh residence in Sector 11, having used his service revolver. The officer's body was discovered by his daughter in the basement.
Law enforcement officials recovered an eight-page note detailing allegations of harassment. The 2001-batch Indian Police Service officer named 10 senior officers, both active and retired, accusing them of "mental harassment."
In her complaint, Amneet emphasized the need for immediate arrest of both Kapur and Bijarnia, expressing concern that their powerful positions could enable them to "manage the situation in their favour, hampering investigation, including tampering of the evidences and influencing witnesses."
"I am not only pleading for my family, but for the value of every honest officer's life and dignity. This is not a case of ordinary suicide but a direct result of systematic persecution of my husband - an officer from SC community by powerful and high-ranking officers who have used their positions to mentally torture him, ultimately driving him to such an extent that he was left with no other option but to take his life," her complaint stated.
"While official narratives suggest suicide, my soul cries for justice as a wife witnessing years of systematic humiliation, harassment and persecution inflicted upon my husband by senior officials," she further noted.
Amneet described the eight-page suicide note as a "document of broken spirit" that "lays bare the names of numerous officers whose relentless actions pushed him to the edge."
She poignantly stated, "Justice should not merely be done, but seen to be done - even for families like ours, shattered by the cruelty of the powerful. My children deserve answers. My husband's decades of public service deserve dignity, not silence."
Reports indicate Y Puran Kumar had been distressed over his name being included in a bribery case based on a liquor contractor's complaint without proper state government authorization.
Rohtak Police had recently registered an FIR following allegations from a liquor contractor claiming Kumar's aide Sushil Kumar had demanded a bribe of Rs 2.5 lakh in the officer's name. While Sushil was arrested, Y Puran Kumar's name appeared in the official complaint.
On September 29, Kumar, who joined the force in 2001, had been transferred to the Police Training College in Sunaria, Rohtak. He previously served as Inspector General of Rohtak Range.
Kumar, an engineering graduate born on May 19, 1973, had been due to remain in service until his retirement on May 31, 2033.
