Mamata Banerjee Tears Centre's MGNREGA Note, Launches Independent Work Scheme Amid Funding Dispute

West Bengal Chief Minister Mamata Banerjee publicly tore up new MGNREGA regulations, accusing the BJP-led central government of withholding Rs 51,627 crore in funds to sabotage rural welfare programs. She announced her state would implement its own 100-day work scheme while enhancing social security through the Lakshmir Bhandar initiative, eliminating separate applications for old-age pensions.

West Bengal Chief Minister Mamata Banerjee publicly tore up a document containing new MGNREGA regulations during a rally on Tuesday, describing it as "valueless and insulting." She declared that her state would implement its own work program without requiring "Delhi's charity."

Speaking at a TMC gathering at the Ras Mela grounds, Banerjee accused the BJP-led central government of weaponizing funds against Bengal and stifling rural welfare initiatives out of "jealousy and hatred." She referenced a recently received letter from the Centre that imposed what she called "absurd and restrictive" conditions, including mandatory quarterly labor budget submissions and required training before employment.

"Two days ago, we received correspondence stating that from December 6, we must submit quarterly labor budgets with restrictive conditions. Where is the time to comply? It's already December with elections scheduled early next year. They also mandated training requirements," she stated.

"When will training occur and when will employment be provided? This document is worthless. We will return to power. Under Karmashree, we're providing 70 workdays. We'll increase this to 100 days. We don't seek your mercy. That's why I'm tearing this note. I find it disrespectful," Banerjee told the assembled crowd.

Presenting the conflict as a struggle for dignity and federal rights, Banerjee declared, "Bengal has never bowed its head and never will. Bengal knows how to walk with its head held high."

She asserted that substantial funds remain unpaid by the Centre under the rural employment program.

"The central government has halted MNREGA. Even the High Court has ruled in our favor. Our party members protested in Delhi and cases were filed against each demonstrating MP. Our reserved train was canceled. A junior minister scheduled a meeting but failed to appear. Until 2021, Bengal ranked first in MNREGA, Awas Yojana, and rural road development. They've terminated all these programs out of jealousy and animosity," she claimed.

"We're owed Rs 51,627 crore for MNREGA. They've withheld these funds. Just before elections, they'll claim to release the money, but then insufficient time will remain for development projects. Even if disbursed in December, the fiscal year concludes in March, leaving no implementation time," she explained.

Regarding social security, the Chief Minister highlighted improvements under the Lakshmir Bhandar scheme.

"We've established a new regulation eliminating separate applications for old-age pensions. Those enrolled in Lakshmir Bhandar will automatically receive benefits. From age 25 throughout life, you'll receive support without requiring re-enrollment," she announced.
