India-Russia Strategic Partnership: Joint Counter-Terrorism Efforts and Cooperation at 23rd Annual Summit

India and Russia have jointly called for an uncompromising stance against international terrorism in all its forms during their recent diplomatic engagement.
At the 23rd India-Russia Annual Summit, both nations reaffirmed their commitment to enhancing bilateral and multilateral cooperation to combat terrorism, extremism, transnational organized crime, money laundering, terrorist financing, and illicit drug trafficking.
Prime Minister Narendra Modi and Russian President Vladimir Putin, in their Joint Statement, strongly condemned recent terrorist attacks affecting both countries, specifically mentioning the Pahalgam attack in Jammu and Kashmir and the Crocus City Hall attack in Moscow.
The leaders emphasized their resolute commitment to preventing and countering terrorism in all manifestations, including cross-border movement of terrorists, financing networks, and safe havens. They unequivocally denounced all acts of terrorism as criminal and unjustifiable, regardless of any religious or ideological pretexts.
Both nations advocated for concerted actions against all UN-listed terrorist groups and entities, including Al Qaeda, ISIS/Daesh and their affiliates. Their joint focus includes eliminating terrorist safe havens, countering terrorist ideology, disrupting financing channels, and halting cross-border movement of terrorists.
India and Russia stressed the importance of an uncompromising fight against international terrorism without hidden agendas or double standards, based firmly on international law and the UN Charter.
The leaders underscored the significance of implementing relevant UN Security Council resolutions and the UN Global Counter-Terrorism Strategy, emphasizing that states and their competent authorities bear primary responsibility in combating terrorism.
They advocated for a zero-tolerance policy on terrorism and called for expeditious finalization of the Comprehensive Convention on International Terrorism within the UN framework.
The nations recalled the Special Meeting of the UNSC Counter Terrorism Committee held in India in October 2022, welcoming the unanimously adopted Delhi Declaration on countering the use of new and emerging technologies for terrorist purposes.
Both sides expressed readiness to develop further cooperation focusing on preventing radicalization and the spread of extremist ideology online, noting with satisfaction the strengthening of relevant mechanisms within SCO and BRICS formats.
Regarding Afghanistan, India and Russia welcomed counter-terrorism measures against international terrorist groups and expressed confidence in the comprehensive fight against terrorism. They emphasized the need for urgent humanitarian assistance to the Afghan people.
On Middle Eastern affairs, they reiterated their commitment to peace and stability in the region, calling for restraint and compliance with international law. They expressed concern over the humanitarian situation in Gaza and stressed the importance of parties adhering to agreements for conflict cessation and humanitarian assistance.
Addressing climate change, India and Russia agreed to intensify bilateral dialogue on implementing the Paris Agreement and developing low-carbon technologies. They welcomed the first meeting of the Joint Russia-India Working Group on climate change and low-carbon development held in September 2025.
The nations also welcomed the launch of the BRICS Climate Research Platform and the BRICS Laboratory for Trade, Climate and Sustainable Development, agreeing to continue interaction within G20, BRICS, and SCO on key climate change issues.
The leaders expressed satisfaction with the resilience of the India-Russia Special and Privileged Strategic Partnership, reaffirming their commitment to further strengthen it. They emphasized that both countries, as major powers, will continue to strive for global peace and stability in a multipolar world and a multipolar Asia.
