In a significant preventive operation, Hyderabad Police have "bound over" 86 individuals from 10 rival gangs, implementing a strategic measure designed to prevent criminal activities and enhance public safety. The legal term "bound over" represents a preventive action authorized under criminal procedure legislation. This enforcement falls under Section 126 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, which has replaced the former Section 107 of the Code of Criminal Procedure (CrPC).

Police Commissioner VC Sajjanar of Hyderabad, functioning as Additional District Magistrate (Executive), conducted a special court session at the Police Commissionerate. The proceedings primarily targeted curbing illegal activities of known rowdy-sheeters, criminals, and members of rival groups, including those associated with the Deendar Anjuman in Asifnagar, spanning the South, Southeast, and Southwest Zones.

Section 126 of the BNSS grants Executive Magistrates, a position held by the Police Commissioner in this instance, the authority to initiate proceedings against individuals likely to disturb public peace or tranquility. This legal provision is designed as a preventive mechanism, intervening before actual crimes occur by requiring potential offenders to guarantee good behavior.

During the special court session, detailed reports were examined that documented a history of violent confrontations, including murder and attempted murder cases, confirming ongoing patterns of retaliatory violence between these rival groups.

Following the hearing, all 86 gangsters received "bound over" orders. They were instructed to maintain peace and demonstrate good behavior for one year. Each individual was required to execute a security bond, serving as a legal commitment to their future conduct.

The security bond functions as a stern warning. If any of these individuals breach peace or violate imposed conditions during the specified one-year period, their security bond will be immediately forfeited. Additionally, separate legal actions will be initiated according to relevant legal provisions, independent of the bond forfeiture.
