    The Union Home Ministry has reported that Jammu & Kashmir accounts for 42% of all UAPA arrests in India while maintaining a conviction rate below 1%. Out of 2,914 people arrested nationally under the anti-terror law in 2023, J&K recorded 1,206 arrests but only 10 convictions. Uttar Pradesh ranked second with 1,122 arrests, showing a sharp increase from the previous year. The government maintains a "zero-tolerance policy" against activities threatening national security, having declared 23 organizations as Unlawful Associations in the past five years.
