Military forces have mobilized 30,000 personnel and thousands of boats for rescue operations as residents in Thai Nguyen and surrounding provinces remain stranded without electricity or provisions. The disaster follows Typhoon Matmo and comes just one week after Typhoon Bualoi caused widespread devastation.
